Background

The dual enlargement of NATO and the EU have created a fundamentally
different geopolitical situation in Europe and beyond. Against this
background, the overall thematic focus of this Advanced Study Institute is
to reflect on the implications of dual enlargement for the EU, to assess its
broader impact on European security, and to translate this into new and
innovative curricula, thus increasing the quality of higher education in the
field of European Security Studies and to contribute to the enhancement of
this area of studies by applying new research and teaching tools from an
interdisciplinary and cross-cultural perspective.

The purposes of this Institute are, first, to stimulate excellence in
teaching and research in Security Studies in higher education institutions
in Europe generally and the CIS particularly; second, to create new
opportunities for junior faculty to present the results of their research
and teaching activity and exchange ideas; and third, to raise the teaching
and research skills of participating young faculty by training in
interactive and experiential learning techniques.

Target Audience

The Advanced Study Institute will select 25-30 participants from the EU and
the CIS. The Institute is designed specifically for junior faculty in
European Security Studies, post-doctoral and advanced doctoral level
students, young practitioners from civil society groups, and policy staff
from national governments and international organisations.

We give preference to junior faculty (PhD holders or PhD students at the
advanced stage of their research) with a strong background in European
Studies, Political Sciences and International Relations, including Security
Studies as well as History, Economics and Law. Participants will be selected
according to the following criteria: high-quality research and teaching
potential, motivation and long term interests in the field of European
Security Studies.

A particular effort will be made to give individuals from countries with
intra-state conflicts and limited access to such types of activity the
opportunity to meet and discuss the challenges facing their countries.
Post-graduate students and junior faculty from North America are also
invited to participate in the project.

Main Activities

The project will run for one year and roughly consists of three phases: in
the first phase continuous web-based learning (Advanced Distance Learning
Working Groups) will be organised, in which we assess the needs of the
target group with regard to European Security Studies and engage the group
or individual participants in preparatory activities. On the basis of this
phase, we will develop specific training modules that together will form a
five-day Winter Institute in Donetsk and a twelve-day Summer Institute in
Sevastopol, Crimea (second and third phases).
. Preparatory phase (November 2008 - December 2008): each participant will
join a web-based master class and work on their academic portfolio and
research proposal.
. Winter Institute "Enlargement and Beyond: The Process of EU and NATO
Accession and Its Impact on Europe's Security Architecture". In January
2009, Donetsk State Management University will host participants for five
days to present the results of work undertaken so far and to participate in
a range of sessions led by high-level policy-makers, study-tours to local
military bases and political institutions, and roundtable discussions.
. Interim period (January 2009 - August 2009): Participants, in consultation
with core faculty, will work on their selected topic and prepare it for
presentation at the Summer Institute.
. Summer Institute "The EU as a Global Conflict Manager: From Ad-hoc
Reaction to Strategic Policy Coherence?": In August 2009, a Summer Institute
in Sevastopol will conclude the project with participants presenting the
results of their work, and having opportunities to participate in a range of
sessions led by high-level policy-makers, study-tours to naval bases in the
area and to the institutions of the Autonomous Republic of Crimea,
simulation games and roundtable discussions.

Project proposals should not exceed one page and should be sent to the
academic co-directors as part of the application.

If necessary, shortlisted candidates will be asked to provide copies of
higher academic diplomas and English language test results.

(2) Deadlines
The deadline for applications is October 10, 2008. Results of the selection
process will be announced by November, 1, 2008.

(3) Participation Fee
There is no participation fee. Participants have to budget about EUR 35 per
day for accommodation and meal in Donetsk and EUR 50 for accommodation and
meal in Sevastopol (shared double bedroom in 3* hotel and half-board). The
administrative staff will assist participants in searching cheaper
accommodation. The dormitory of DonSUM in Donetsk will be available for
symbolic fee.

(4) Scholarships
A limited number of full or partial merit-based scholarships are available
directly from the Advanced Study Institute. Participants, applying for
scholarships must attend both Winter and Summer Institutes and actively
participate in web-based master-classes. We also strongly encourage all
applicants to apply to their universities or other foundations for a
scholarship or a grant.

(5) Travel and Insurance
Travel to and from Donetsk and Sevastopol as well as medical insurance
during the program will be the responsibility of the participants.
